Hacking Wii U VC, Ticket files, and possibe new cold boot technique?

Hello everyone. Now let me just say that when it comes right down to it I feel as though I understand only the bare essentials when it comes to modding for the Wii U. Titles released on disk can be installed and played without cfw due to a tik file existing on said disk, meanwhile VC, EShop, and Homebrew all require a cfw or sig patch.

Now on to my main topic. While exploring the possibility of exporting a RPG Maker MV game to Wii U I discovered that not only did nintendo support HTML5 as a gaming engine base, they even tried to push it with Mario Vs Donkey Kong Tipping Stars. So I decided to download said game to see if I could figure out how to swap code to run whatever I wanted. Now as I was on "that wii u title site" I noticed something odd. The japanese release of the game has a working ticket file posted it along with it! How is this possible? Isn't this a eshop only game? Even if we ignore that fact the fact that it's a title that can be run without signature Patcher or custom firmware and runs HTML5 as its main code could possibly mean an Open Door for cold boot haxchi!

Thoughts anyone?
