I am getting the above message folks, do I simply download the latest update for the game or do I have to find the latest versions of the dlc for the game?

The game wants the latest version of the DLC package, not necessarily a game update. However, it might also require a game update in addition to the DLC update. They're often released at the same time.

I know xenoblade chronicles 2 contains its dlc within updates. Maybe try updating the game and see if that fixes it.
