The site is newish, but I agree the design reminds to the old 90s Netscape era sites. So yeah, I understand the monochromatic confusion.

in my (maybe wrong) opinion, the design looks modern to me, but still manages to feel old due to the way everything is laid out- most websites now tend to go for the minimalist look, while this seems very cluttered, you know? but maybe it's just because it's a forum, and those are rather old, i guess.
