Did you downgrade your version data as well? If not your system will still display 1.4.5X.

Did you follow dsiguide.me? If so, you should have your version data downgraded. I recommend you just start over from copying over the files you got with nus downloader

You *technically* don't have to downgrade the version data it's only if you want it to to say 1.4, otherwise rocketlauncher will work fine when it is released

Sounds like you didn't downgrade the whitelist correctly. Start the downgrade guide over and try again, make sure to not skip any steps.
