Does a save editor exist who unlock octoexpansion without paying ?

Anyhow, no, a save editor probably won't do the trick - Octo Expansion is DLC content, which'd require you to buy said DLC. At the moment, it doesn't seem anyone's figured out a DLC loader or anything similar.

Pretty sure Nintendo will be able to detect illegal use of the Octoling. Like using flags to determine if the user actually bought the DLC and have completed the requirements to use the Octoling in multiplayer.

you can't. all of the octo expansion files (apart from some text) are loaded from the 2 gb dlc. however you can load the dlc through layeredfs (i did post a poc video somewhere on gbatemp)
