I got some un-rooted (maybe un-root-able) android phone, it has bluetooth ofc..... and a computer I wanna play on with my joycons. is there a way to use my phone as bt adapter to connect my joycons to my pc?

Well you could save a lot of money on your electric bill by not playing anymore video games...
On serious note I do not think so. I searched the same thing and found no possible way to do so. I just bought a cheap adapter that works for my needs.
