Hacking All New Files but Luna is stuck on 7.1

Hardware NNID Transfer after LumaCFW
So my old NNID that I used for everything on my n3DS is gone after I had to format it to get LumaCFW on it through the DSiWare Save Injection System Transfer process. Homebrew DSiWare Game Injection System Transfer Error Code 014-0016
I've done everything right from the 3ds.hacks guide on the DSiWare Game Injection process until the system transfer. When at the "Built in Software" portion of the transfer, it stops transferring from the O3DS to the N3DS. My SD cards aren't the issue because the O3DS has a 16gb and the N3DS has...- dakotam00

@K3Nv2 He was looking into consoles for his house anyway (for my younger siblings and himself) and I had a spare XSX and Switch I ended up selling him at pretty steep cuts. I would just give them to him, but I did buy them with the intent to sell them... and college is super expensive.
