That looks like the defaults so it shouldn't be a problem.
Did you install the exact version of vJoy linked in the readme?
Did you restart your computer after installing vJoy?

yes and yes. i checked the ini file on the 3DS and I had changed the IP to match my computers. It says "3DS connected" or whatever but no vjoy thing appears, because it should at least say "Vjoy failed" right?

If it says it is connected then it should work. Have you tried using the touch screen to move the cursor?

yes it works. I really feel like it should be working but i must be doing something really dumb that it doesn't work -_-. The cursor moves, when i open a notepad all the buttons work but when I go try it out in visual boy advance only start and x work (and not in the right way)

You need to change the config to match. In 3DSController.ini the X button is set to press the X key. In VBA the X key is set to press the B button. You need to match up the key configs, either in VBA or in 3DSController.ini
I don't know if VBA will take a joystick (circle pad) but if it can you'll need to configure that too.

If your VBA config is anything like mine (default maybe? I don't remember) you want this in 3dscontroller.ini:

Port: 8888
Throttle: 20
Circle Pad: JOYSTICK1
C Stick: JOYSTICK2
Touch: MOUSE
Mouse Speed: 0

A: Z
B: X
X: ENTER
Y: BACKSPACE
L: A
R: S
ZL: A
ZR: S
Left: LEFT
Right: RIGHT
Up: UP
Down: DOWN
Start: ENTER
Select: BACKSPACE
Tap: NONE
