I've poked around but haven't seen any discussion on dumping installed titles. Is it possible? I'd like to backup my already purchased digital games. I've only seen an app to dump disc based games, and an app to dump to loadiine format. I'd like to dump to a USB ready format.

There's no app for that.
But you can dump to loadiine format and convert it to USB format with NUSPacker

Or, if you only need to copy the game to USB, you can do that from system settings
