Except redistributing the HBC and bannerbomb, and likely any GPL app, against their licenses. He also distributes copyrighted Nintendo IOSes.

It would likely be more-legal (although not fully legal) if he didn't include any of the above, provided docs as requested by the creators of other programs (like READMEs/GPL licenses), and provided clear notices on the front page of the site (before you buy) that the software linked to in the package is freely available at Wiibrew/GBATemp/Bootmii.org/etc...

Also, here's another option: Write a batch script that users can download that would assemble the packages from the internet. Fetch IOSes from NUS, hackmii from bootmii.org, bannerbomb from bannerbomb.qoid.us, etc. Then, have it create the directory structure and put the files where they belong.

Either way, I just looked and found that making such a script would be insanely difficult or impossible anyway, especially since a significant portion of the stuff is only found on filesharing services that require you to enter captcha's and the like. Even the good hosts like mediafire require you to click on a dynamically generated link to get the file.
