gamesave for Soulcalibur IV and having a psn account

I am wanting to unlock all characters for multiplayer with a soul caibler iv gamesave but I was reading I need a psn account. My ps3 is jailbreaked how to get around this. I want to make a psn account then connect it to the gamesave i download online.

Might be due to the account ID. A user with no account is all 0's. I do not know if resigning works on these.
