Yes, I know Decrypt9 and perhaps Godmode can (both) do this. What I'm thinking (which may be faulty thinking) is what about having a cia installed that automatically switches between a friend code seed before playing online and then having another one that's already banned that's injected at all other times.

LFCSB switcher huh, sounds interesting. And since the app itself doesn't need to deal with the legal side of things since it isnt providing seeds, it can be possible if someone considered it. I can't think of a situation where I'd need to switch that often though.

Im not sure if the 3ds has access to those files without booting a firm or arm9 payload. I could be wrong though. Is it stored in ctrnand or twlnand?

Not sure, might be possible but the 3ds needs a reboot nontheless.
