Well iirc, you had to connect the iPhone to the pc and run iTunes, to get it to boot into recovery mode, and with that it erases everything including iCloud, pass, data etc. but it unlocks it.
I don't remember the specifics, maybe do some research online..
That's how it was done a few years back, not sure if the same applies for new IPhones, iTunes & IOS versions etc.

you can see if apple support can help you with that, here take a screenshot of the lock screen and i can see if i can find out what software is blocking it

Apple will not help you because the phone was reported as steal. So you buy a stolen phone and for all means you lost your money(3ds); now your only legal path is to report the seller to authorities.
