If it is the black chip in the very middle it clearly has a serial number that is illegible because of the poor picture quality. Take the number and google it and you will have your answer.

Seems a dual channel 30v transistor:

The function on the motherboard maybe are part of main power regulation or battery charging system, didn't check the datasheet of this motherboard, but a chip of 30v on a laptop only can be for these things.

Check any short on this line before replace it and the stability of the power supply, something should cause it burn like that.
