No. There is no PS1 VC.

I think there are emulation options via RetroArch but don't expect it to be easy.

No... This is a Nintendo console PlayStation VC games will never exist. There may be a way to make a Chanel to launch a psx game but iirc phone emulation isn't good on the Wiiu
