How do you get windows without an ms acc?

Honestly, I'm not 100% sure. I think you can activate windows offline which would skip the account setup. If there is already a user with an account, a secondary user can be made without an account as like a guest I believe.

I don't see why they would do that, the entire game is in Java anyway so I don't think you need to do too much work to keep it compatible with Java on other systems

Exactly, it's really sad that these days almost all PC games are digital and consoles are slowly moving to digital-only too.
