Nintendo 3DS firmware update 11.13.0-45 released

The 3DS has received a new update and, shockingly enough, the changelog doesn't mention stability for once! Firmware 11.13.0-45 has been released in all regions for both New and Old consoles and it is aimed towards fixing a bug with the system's StreetPass functionality. Sure enough, initial reports show that the only updated sysmodules are StreetPass, friends and Web browser data, alongside your usual NVer/CVer changes. The official release notes can be read below:

Ver. 11.13.0-45U (December 2nd, 2019)
  • Resolved an issue where StreetPass would not work in some cases.

Not much else is known at the time and consoles that have already been hacked via boot9strap should be able to update just fine but, as usual, you may want to refrain from installing the new firmware version until someone else gives the all clear - especially if you own a stock console that you wish to mod. This post will be kept up-to-date with any other useful hacking & homebrew related info.

The 11.13.0-45 operating system for the Nintendo 3DS series of consoles has just been released, joining multiple precedent versions such as 10.5, 10.1, 9.4 and so on as hotfixes for defects in the previous release releasing an embarrassingly short time afterwards: surprisingly, though, the issue being addressed is not disguised as "stability", but is explicitly mentioned to be a solution for StreetPass not working "in some cases".

While still not documented on 3DBrew.org, the 11.12.0-44 update released less than a month ago did indeed include an update to the StreetPass driver.

Also changed were the "friends" driver (likely resulting in a gratuitous requirement to update for accessing online multiplayer being enforced in the near future), as well as the web browser data title.

The main 3DS-mode kernel was not updated, which implies most 11.12 compatible CFWs will continue working out of the box on 11.13 (Luma3DS was verified as such by the author, while a Frogminer softmod installation procedure was tested by @Holiday_Ougi)

But it's not a stability update. It's a StreetPass update. Your joke is invalid.

I'm surprised they actually bothered to write a different changelog instead of just the same copypasta again.
And the funny thing is, this is just a more specific way to say stability. :P

Anyways, what likely happened here is Nintendo had to rush a streetpass hotfix because the fix for a bounty-reported streetpass hack on 11.12 introduced a new bug that affected normal streetpass usage.

This update doesn't seem to address or fix any current cfw hax chains.
