Procedure to seek permission to announce a new program

When I visit a forum after having been inactive for years, I reread the terms to re-familiarize myself with its rules, as substantial changes may reflect a shift in culture. From the "Terms and rules" page linked at the bottom of every page:

"Members are not allowed to create topics or posts intended only to promote or advertise their own or any website(s) without staff permission. If permission is given members are required to provide the name of the staff member who allowed the advert in their post."

If a homebrew developer wants to announce the release of a game or tool, such as a music player or a visual novel maker, what's the intended way to seek permission first? I first considered "User Submitted News", but the description "If you read news somewhere" makes me think that's meant for use by people other than the maintainer.

That is different than advertising their own site. If you were advertising a site here you need approval first.

As noted, posting a personal homebrew project and advertising a website is a very different thing.

So long as it's in the right section and you make an actual informative post with a description and links and such, and not just "go to XYZ.ABC for my homebrew khtx", you can post any homebrew project so long as it follows the rest of the rules (no porn, no copyrighted content for the most part).
