Rosalina menu says debugger failed (0xfffffff)

I tried streaming my 3ds to pc but when I was following the tutorial I got to a problem with starting the debugger, every time I try, it always gives me failed (0xffffffff) and I cant find out what it means

Sorry for necroing this thread, but I haven't found any solution for the same problem and this is the only relevant result from Google. Mind sharing it here (or anyone else might point out something to me)?
just turn on internet

Yeah. But you're not going to get banned if you use the eShop or any of the online services, that is, unless you use cheats of which Nintendo will ban your console from doing so. I've learned that the hard way.

You mean even if I have like a pokemon game on my 3ds that I downloaded on the fbi I will not be banned for using internet?

If you want to stream, you will necessarily have to connect your 3DS to a router which, in most instances, will be connected to the internet as well. Unless you want to set up a dedicated network without internet for the sole purpose of streaming video from your 3DS to your PC, I don't see how else you're going to accomplish this.

Enable your WiFi, don't play pirated content online, and don't use cheats online for that matter, and you're going to be alright.

pirated crap online has been shown to be fine, it was when people leaked major titles before the official release date that screwed people.

So what I did when I had that problem was reboot my 3ds(which is also in rosalina) then deleted and added back the wifi, and it worked, so hope it works for you!

Well. Seeing as op long since said they already solved the issue. and that they last were online in 2021.

    @Xdqwerty yes, when you are installing Windows on the first steps you are asked for your current location, you MUST to select «international» so no bloatware is installed, because the bloatware is location based. if this night I have some time I will setup a VM and take screenshots.
