I used the newest payload and it told me that both of my screens have IPS displays which makes me wonder even more what the deal is with the top screen.

you were not scammed. both of those screen is IPS
the upper screen = conventional IPS
the lower screen = IPS NEO
it just so happen that the lower screen is a more advanced/recent technology IPS by Japan Dispaly Institute JDI.
The 3DS you have is not yet the best 3DS there is.
The holy grail is both dual IPS NEO

I actually have seen one dual IPS NEO system on eBay once but it was sold from China, would likely not be a USA region system, and was an XL model (which I don't really want). I do find it ironic that the superior screen on my system would be the screen that I would hardly ever look at though.

Well according to the vote results there are a couple of users who got IPS for the original 3DS unless they are misunderstanding and/or trolling.

I used 3DSident on my new 3DS LL Pikachu edition and then it said TN screens. Oh well.. ;w;

I would, but it's not in my hands yet. I have to homebrew it myself as well. On a side note, got an Old XL red and black double TN screens.
