Were you silly enough to get banned on Splatoon or another game? Sure, change your serial and then you're unbann- oh wait you're now console banned. RIP.

There is a way around this: You're going to need to be able to redirect OTP to SD (Mocha does this ) for this to work correctly.
I suggest changing your serial too as more things that are different means Big N will not see you as quickly. But they'll probably still see you eventually.

Requirements:

• A hex editor. (I suggest Hex Fiend for Mac, HxD for Windows)
• Your OTP.bin
• A Wii U
• A brain.
• An internet connection to view this page.
• A new NNID to use

Steps:

1. Go to this page, and open your otp.bin in the hex editor.
2. Find the offsets for your Wii "NG ID", "NG private key", and "NSS device certificate", and copy them.
3. Paste the id, key, and certificate over the Wii U ones - for the NG private key, add NULLs onto the end until it's the same size as the Wii U one.

You will now find you'll get "102-2452" (Device Cert verification mismatch for NNID) when trying to use things. This can be fixed easily, simply use a new NNID and link it.

I need help with the copying and pasting part. So for the NG ID, do I copy the value "24", since the Wii's NG ID is "0x024", and paste it over value "44" since the Wii U's NG ID is "0x21C"? The tutorial says to replace the Wii U's id, key, and certificate with the Wii's. I just want to clarify that I'm doing this right.

Ok so here's the issue.
On the Wii U, starting up the console normally with nothing special applied, it will say online services cannot be used on this console and won't let you make a new Nintendo Network ID. (Which is something this guide is supposed to help)
With everything applied (from Mocha etc), it will let you go through all the steps to create a network ID but then gets the "Error has occured" 102-2452 error.
Therefore, it's not possible to make a new Nintendo ID and link it, which the original poster said was the solution.
The most recent response was "you have to use an already created NNID", which is not possible, due to the aforementioned problems: trying to create one normally gives the "this console can't use online services" error, trying to do it after all the steps gives the 102-2452 (mismatch) error.
In short this whole guide hits a dead end because there's no way to make an NNID at any point during or after these steps. Is anything incorrect about this?

106-0346 is a permanent NNID ban, delete the account with the NNID that's banned before you get your whole console banned. (that's what happened to me, i'm not sure if that's what happens)

If anyone was banned from cheating I have no sympathy. Some kids are only allowed so much playtime during the week and you choose to ruin not only their fun but could potentially turn them away from video games in the future. Adults work 40+ hours a week and you choose to ruin their experience for no potential reason but to make yourself feel better because you aren't good at the game? In my opinion, you should stay banned and learn to become a better player offline.
