My old 3DS is broken and I am looking for an upgrade. What are the chances that I will find a New 3DS XL below 11.3? Where should I buy one (online or at a store) and is there any specific New 3DS XL model numbers or limited editions that I should look for if I want one below 11.3?

The chances of you finding one on 11.3 are nearly zero. Just grab one off the shelf and you should be fine
EDIT; Gamestop.. Target.. anywhere really. Nothing specific to look for

Every limited edition should be fine, red and blacks should be fine too.

Obviously exploits take a while to develop and find vulnerabilities, but I am going to be buying a used N3DSxl and, if it happens to be on 11.3, I would rather just buy an old 3DS than have to wait 6 months to get CFW on an 11.3 New 3DS

Right now, there's no sign that we will ever have kernel exploits for 11.3+, so I wouldn't bother waiting for it. Any used console you get could be on 11.3, but I suppose you could ask the seller what the firmware version is to be sure.

I got it. It is indeed on 11.2

Every system on the market right now will be below 11.3. Every system is made weeks to months in advanced. From there it takes about 10 Weeks (sometimes more or less) for them to be shipped to the US. Then they are stored in different warehouse and shipped to stores when they are needed. We shouldn't be expecting any 11.3 systems for several months.
