Where should I start in making a dreamcast emulator?

Obviously learning a programming language which I'm already doing but I'm moreso referring to;

what website has information on the dreamcast that can be used to build an emulator? Or should I look into optimizing an open source one instead?

I know of the hurdles and bs that will occur during development, but I want to try anyway.

I know a regular 3DS can't handle a Dreamcast emulator, not 100% sure about New 3DS. But my logic is if it were possible better minds than you probably would have already done it. Good luck though.

I don't want to be that guy. The first hurdle that you should try to jump is by creating an emulator of a console which the 3DS can run.

Learning C/C++ is just step one.
Writing a Chip-8 interpreter would be step two.
Making a dreamcast emulator is like, step 1 million.

I don't want to be too discouraging but I often see comments like this where people think learning how to program means you'll be able to hack games or make some really complicated software. In reality programming, game modding, and emulation are all things you need to study separately.
