ROM Hack Why the lack of CFW 3DS game saves (Not Gateway saves)

There seems to be loads of sites for Gateway saves, but none for SVDT or SDF.....WHY?

If you know of any sites with CFW non-Gateway saves, please post them here and thanks for your time.
