What is the difference between setting a DNS server on the browser (e.g., Cloudfare) and on a Windows 11 network (e.g., Cloudfare)?

Only browser use the DNS vs the whole system use the DNS

Since you mention other European countries, there is in fact a big reason to use a VPN which is called "laws", funny word I know.I disabled 1fichier.com in uBlock Origin and restarted the PC and the phone and now I can access the site. This is odd since I previously disabled and even removed uBlock Origin but without restarting the PC and the phone and I couldn't access the site. It seems turning off the PC and phone fixes this issue (as well as adding the site to uBlock Origin's trusted sites tab, of course).Another thing I don't get it is why I don't have this problem if using the phone's mobile network. Therefore, I no longer need to use a VPN to access this site.

Also, this reeks of a "you problem" because: I can generally access the website just fine, I can access the site while using uBlock Origin and I can use a VPN while accessing it.
Laws against pirating PS3 content for example, not uBlock smhLaw? What's the problem with uBlock Origin?
Other users I know also have this issue in my country so do I cause this problem?
You said "other users from other european countries" before, now its just people from your country, make up your mind because I as a user from another European country deny that statement. It seems other users from other european countries are also unable to access 1fichier.com because it's apparently blocked.

I'd recommend mullvad cause no email required any you can pay w/ crypto for total annonWindscribe, Proton, Nord, etc a VPN you can rely on.
And close distance, so that the speeds are good and it doesn't drop.
also iirc EU blocks most file hosters cayse of stringent AP laws thats why i recommend mullvad based in sweden which has virtually no piracy laws (at least for now) and very good privacy laws for no logging vpns -fingers crossed-Yes, especially when I already own the games and my ISP must really be worried about downloading PS3 games from 1fichier.
Both, don't you think? After reading here (GBAtemp) users from other european countries also had this issue (and assuming they weren't lying), I tried accessing the site in other people's PCs and phones and I couldn't also asked them if they could access the site and they said they couldn't. Maybe it doesn't affect your country and/or the uBlock Origin filter lists you chose. I guess it has to do with uBlock Origin filter lists and not with the country/ISP.
EDIT: It seems I spoke too soon since I still have this issue. I guess it's the ISP's fault after all.

free vpn's are a bad idea most if not all are happy to fork your IP over to the authorities if you beak the law, mullvad was raided (at the request of Germany (sound vaugly familiar to kim dot coms problems when the US ordered NZ special forces to raid his home an arrest him a few years ago), anyways they turned up nothing with mullvad cause all they have is account numbers and and no IP logs to tie them to (I mainly use it cause a new law passed here in my state that requires all legit porn sites to ask for ID's uploaded um no ty i don't even trust the gov as is why would i trust (Insert sites name here) with my state id when someone can hack them and steal my id data?
Try opera browser, settings, feature "Use DNS-over-HTTPS instead of the system’s DNS settings".
Also I think moderators won't like the title of this thread.
Np friend. Good I recommended that opera trick because our office IT blocked access to 1fichier and that trick is working for me. Anyway glad it worked with operaWeird, if using Opera, I can access 1fichier.com without enabling its VPN or that setting but it might appear distorted.
I can't change the title.
