Honestly judging by the environment he lives in, the social services might harm him more. I think a change of environment would do him good but yea. You can't trust the government everywhere to do the right thing either. Over here I have problem with a justice mafia group for example. They break the law all the time and its difficult to fight against them. While they try to come down hard on people like us.Sounds like a complicated situation, maybe requires social services or similar.

You know, state service might sound good on paper...but there are cases where they fail or do more harm than good. I can point out that calling for help in a neighboring region or complaining about their methods did not help me, quite the opposite. Everyone started to gang up on me until I myself ended up being the accused party and eventually abducted and put in detention prison for half a year. I was innocent and only defended myself at best.
The courts are worse than in the US for example. There's way more corruption right now. It depends per the area but man, its messed up beyond belief.
I have been socially cancelled thanks to all this, I have difficult life as an outcast.
You cannot apply your situation and judge it based on that. There's hardly any spirit of law left.
