EDM-020 immediately shuts down

I have an EDM-020 ps5 that immediately shuts down after turning it on.

UART code reads

80810001 Low General Power Failure (Periphery, GDDR6, APU, Data Line Short)

All the standby voltages are present, but what I have noticed is the inductors across the v core rail are shorting to ground with a reading of 0.06 ohms

I've removed the inductors but the short is still on either side.

Can anyone check what the resistance to ground should be for the 1v v core.

Any other suggestions on what to try next

I just measured on the 020 I have on the bench, and it is .9 ohms, and that was a working board that was banned. I am pretty sure it is supposed to be very low. You said you were measuring 1V at those inductors correct? If so, then that is normal.

I'm not getting the 1v it shuts down as soon as the power button is pressed. 0.06 ohms is pretty low compared to 0.9
