My friend got a USA 3DSXL which can't boot to the 3DS menu. However, it turns on and he can boot into Luma 13.0.2. There is no nand backup available.

Any ideas? I've got an Japanes O3DS with luma installed if it's of any help, all working.
Does it have an sd card inside? Check if it has boot.firm on the card and if not put it there and see if it turns on. Thanks. He tried following this tutorial https://3ds.hacks.guide/ctrtransfer.html, but after step 23 in section II it doesn't reboot and he's left with a black screen.You can try CTRtransfer if it doesn't boot and no nand backup.
It didn't come with an SD, I think the previous owner left it in this state. Luma comes up if he holds select when booting, Godmode9 comes up while start is held.Does it have an sd card inside? Well that sure was something I would never think of, can't believe a component that small can cause so many problemsThanks both for your answers. After a process of "nothing works" we realized the 3DS was wrongly reassembled and the IR module was flipped. It was put in the correct position and now everything works. Funny how that was the only issue.

You should probably just forget about doing a system transfer in that case. Just export all your save data with Checkpoint and manually re-install your games on the other console.

Presumably it's not much easier than MSET9, and presenting people with too many options is likely to cause confusion. There's also no trace of kartminer7 or kartdlphax.Would bb3 still work if I tried it on a compatible system? Otherwise seems strange to me that they'd just remove it considering how it easy it was to use bb3, as well as how it'd still work on older systems.
