Alright, so some decent instructions for making these(Only for single top screen):Much better.
The resulting animation should look pretty smooth and be around the original length of the original animation before it was sent through the script. If not, then play around with the fps until it looks about right. The biggest difference between the top screen, bottom screen and both screens is by how much the original fps needs to be split. This is valid until @Wolfvak optimizes how the payload reads the file more.1. Find whatever file you want to use(gif, webm, mp4, etc.)
2. If you can, take note of the framerate of the file
-2a. gifs are usually harder for this, so you'll probably have to guess based on your own sight
-2b. If its a video from Youtube, like the gamecube or ssb one, if it doesn't say "1080 60" or "720 60" but looks smooth, assume that it's 30 fps, if it looks slower than that then take a guess
3. If you have the option to re-encode a video(not a gif, you can ruin a gif doing this) through any means an mpeg(mpeg/mp4) format at 30fps with a target bitrate of at least 5mb/s is usually a good place for it.
4. Take that framerate and split it in half, so if 30 then 15, 15 then 6 or 7, etc. and use that when it's put through the script linked in the OP when it asks for fps.

True, I ended up having to use .7z at maximum compression to fit these 2 11mb files in 2mb.
The nice thing about having 2 separate files for top and bottom is that someone can easily mix and match different animations to fit their purposes, like editing this top screen for different 3DS versions...

I made this one from scratch, but I have a problem: The gif looks great in my PC, but the colors look all dithered and even some of them are shifted in my o3DS. I have tried changing the compression settings, animation length and other things, but it doesn't work.
Can you please try it out and check if it looks bad on your consoles?

Use this gif instead. I have no idea why it did what you described at first but I re-encoded it in Premiere and this one should go through the script and display properly

Remade with the new .bat to not need the config file on the SD card.
