ROM Hack All DLC available???

I have stumbled along a file titled,
3DSC0434 - USA eShop Updates 2-13-2015 (eShop) (USA) (DLC)

Is it really all the DLC since feb 13th or is it just silly game someone is playing?
I am currently downloading it but my internet is super slow so I decided to ask.

it's not actually 'DLC' as you think, an update is technically DLC, because it is downloadable content, but it's not the extra stuff that you have to buy.
