I cannot activate anything related to the main internet features (or load str2hax) on my Wii due to it going to a black screen when accepting the prompt about Wii Shop and WiiConnect24 when trying to open the User Agreement. The Wii is refurbished, and I have no disks for it yet.

I assume it's game discs, correct ?
Refurbished to me sounds like you just purchased it ? If you have issues, then try returning it (test with discs 1st). Looks/sounds like it was re-virginized.
