Many times the specific location of the data you want is changed between regions, however the data layout relative to other things tends not to (translating a game does not tend to mean messing with items or other such things).
To that end you can try porting it across.
Get the other cheats for the US version and see where things land in memory (possibly a bit harder on the Switch than some older stuff owing to the whole ASLR thing but still within reason). If you find the item code is a fixed distance from another cheat (PAL versions might well lack cheats as most do favour NA/NTSC versions historically unless there is a good reason not to, however you still usually do get the basics) that might have an equivalent on the European (or whatever region) then you can often use that to at least check out the equivalent location.

That or go for the other region's copy if it is going to be the one hackers look at and you can deal with the language.

    You can get older ones even like the pi 3,4 for cheap, but they don't play gamecube, Wii etc very well. Be warned they use a Linux os, which you need to load onto a micro SD card yourself. You can find pre built images like "retro-pie" online free tho which makes it easy to setup.
