yes, but still there is not a public exploit yet
so it is not usable to people without an exploit

Installation

Download and extract the wiiu folder from the release package to the root of your SD card.
It should look like this:
SD:/wiiu/apps/homebrew launcher/homebrew_launcher.elf
SD:/wiiu/apps/homebrew launcher/icon.png
SD:/wiiu/apps/homebrew launcher/meta.xml

Shouldn't it be
"/wiiu/apps/homebrew_launcher/"
not
"/wiiu/apps/homebrew launcher/"
?

Or maybe both work?

Nope, it should be named in the same way as the folder.
If you have homebrew_launcher.elf, you NEED to have the folder named homebrew_launcher with the lower dash.
It won't work with a space instead of the dash, it's the same for 3DS homebrew I think.

Dumpiine - just without network- directly to sd . Including Dumpiine to sd

I host hbl and the www folder is on wiiubru via pc for download I have nothing to do with loadiine

With latest release there's no need to run it twice. Perhaps that info also needs updating while you're at it mate?

yeah , more so im afraid on 5.4 theres several methods to ride this issue , but being a 5.5.x user all i can do is host what's available without testing... hence why i specifically said that wiiubru.com wont directly support <5.5.0 f/w's . But theres mothods that may help you ,, but really if your serious about it you would be self hosting...

NWPlayer even posted a working 5.3.2 and 5.4.0 version of the new 5.5.x exploit so we could all enjoy its reliability

There's no source code yet, so that's not possible.
