Looks like it's not a ROM, it really is recreated for the PC using the same graphics and stuff...
But seeing as it's such a close copy and uses all the resources and shit I don't think it should be distributed, it's too close to being an actual copy (like distributing ROMs pre-patched).

The code is built from the ground up though.

So? It's not like I can go copy half of a book and give it out just because it's only half. As far as the game goes there's still all the graphics and concepts and map layouts and stuff.
