So for me it honestly doesn't matter?they need it because some devs rent dev kits (panda, partner-ctr debugging etc)

You still need to convert them to retail keys (which requires using a developer console with D9 in one step) unless you want to install them on, you know, a dev console...@olec04
How do I do to install de cia files of the sdk in my dev fw emunand?
I just tried to install the dev firmware onto my emunand, following the instructions very carefully. When sysupdater finished I rebooted to the same error, however I also got the error when trying to boot to sysnand. Im on n3ds XL a9lh and my sysnand is 11.0. Im restoring my backup with a hardmod and Ill try again but if anyone knows why it went wrong... My nands were unlinked so I dont know why my sysnand was touched.I don't know whats wrong.. sysNAND still works but emuNAND after downgrading to Dev FW show this

anyway this was in a secondary SD card, I'll keep it for some time if there is a solution
Disclaimer; I'm not responsible if any thing goes wrong, and your 3DS bricks.
This is a simple tutorial I am making if any one needs it, this is more for developers than the average users as it is a Dev FW. I only tested this on my 2DS so far so if you have success please say so in the comments. The firmware CIAs are USA region, so if your 3DS is not USA, use Plailect's guide to region change to USA.
Update; There seems a problem installing Dev FW on N3DS, I do not know a way around this, sorry. If anyone can get this to work on a N3DS leave a comment explaining how you got it to work, please.
First you need some files.

Dev & Factory Titles (No link look on "that 3DS ISO Site")
Retail Encrypted DevApps (No link look on "that 3DS ISO Site")
Luma3DS (Dev)
To get Test Menu
- Setup Luma3DS (click it is a link).
- Extract 11.4.rar and rename the folder to "updates", delete 000400000FF40102.cia and 000400000FF40002.cia.
- Extract DevMegaPack.rar and rename Config_v11_4_NAND.cia and DevMenu_Nand.cia to 000400000FF40102.cia and 000400000FF40002.cia then copy them to the "updates" folder.
- Move the "updates" folder and the sysupdater.cia to the root of your SD card.
- Boot Luma3DS, hold select, enable Developer features, load EmuNand.
- Use FBI or something to install sysupdater.cia.
- Close FBI and open sysupdater. We're downgrading, so you need to press the Y button.
- Wait and DO NOT touch anything. The app will tell you when it is done (It takes less than 5 minutes). Once the app says it is done, wait, it will reboot automatically.
- Done, now have fun!
To get out of Test Menu
- Once your at the home menu open "CONFIG", select "Menu Setting", select "Menu", press up to "test menu".
- Press B x2, press "Power" to reboot.

- Press Start to open DevMenu scroll to CTR-P-CFGO and press A to open "CONFIG"
- Select "Menu Setting", select "Menu", press down to "home menu"
- Press B x2, press "Power" to reboot.

- While on the Dev FW you the ability to press X + Y on the home menu to display debug banner info.
- Also press X + B to change the banner region, so you can view the other versions of banners.
- Your 3DS's firmware version in System Settings displays 0.0.0-0U.
- Open "CONFIG", select "Debug Setting", select "Debug", press up to "enable" to get more options in the Test Menu.

Your Luma3DS (DEV) Link is dead seemes the uploader deleted that pathway. Any other dev Lumas?
So currently I am at the Luma 6.6 configuration thing and there is no option for me to allow dev tools to be used from the screen.There is no DEV Luma versions anymore. Dev and normal Luma have merged with the latest commits from what I believe. The latest release (6.6) is one of those examples.
