Depends where you live of course. In the UK it's piracy if you rip a CD to listen to it on your iPod.

In the UK it's piracy if your do anything which allows you to do something you can't simply with the medium you bought. So if you could play your game in two places simultaneous = piracy.

If you could play it on a console the original cart/disc wont play on = piracy.

its not piracy since you bought a license to play the game. I downloaded all the cias of every game i own on cartridge so that i dont need to lug them around.

This is actually false (at least in the US, and perhaps Australia and the UK). Anything that circumvents copyright protection is not legal, regardless if you already have the game, or its a "backup", or whatever else. See @wolfmankurd's post.

Not that you should care, @SuperKirbyBros. This is GBAtemp, after all.

In France, the law authorizes you to have a copy of anything only if you possess the original. In this case, in France, we won't pursue you because you have downloaded a copy of a game that you already have the cartridge.

Whether authorities will pursue you or not is another matter (I've never heard of people getting done in for using flashcarts in Australia for example, but rather the distributors are heavily punished). My understanding was that in France, circumventing copyright protection or DRM is illegal in a similar way to how it is in the US. In addition, the EU's Copyright Directive makes it very clear that circumventing either copyright protection or copy protection is illegal.

I wouldn't say so, but the law in your country may state otherwise. No one's going to come after you for it, though. I mean, you did pay for the game legitimately as far as I'm reading.

Doesn't count. At least in the US, where you and the OP live. You're allowed copies, but only if you copy it yourself.

it is still piracy regardless if you still have your game cartridge intact but i really don't care and no one cares. I have backups of all my games too, even my music CDs. Everyone here has pirated something in their lives that we're all guilty of.

is it piracy if i had the game, but then it got destroyed, and i download a rom of it to back it up?

This two parts change everything.

In the first quote, he/she doesn't own the cartridge anymore -I assume- (as he/she didn't said he/she had the cartridge in the first place, he/she just said that he/she had the game, which is unspecific).

In the second quote, by owning the physical and legal copy of the game -the cartridge-, he's legally entitled to make a single copy for backup purposes and use it on the original device it was intended to be used in. And this is very specific.

So then Kirby's pirating a game... LOL

Also wolfmankurd has a very good point in the matter.

It's illegal since you're downloading it. If you backed up your own and then your copy was destroyed, I believe that would be okay. It's been a good while since I looked into it though.
Backups are not considered piracy.
