It no longer appears on the Nintendo portal.

I just got one kiosk console. Is there any way to run retail games in it excluding loadiine? Since there is a instalable HBC forwarder is it possible to create instalable content to it?

Yes it is possible. If I recall correctly the ticket (.tik) of a WUP installable Wii U game needs to be resigned with a debug or dev key. This can be done with a CLI application on windows, search for wupresign.
