I don't know how to convert CIA stuff into a patch for Luma's LayeredFS system, but I haven't seen this mentioned anywhere else online so I thought I'd mention it here.
The files from the English mobile release of the game have been successfully swapped with the Japanese 3DS release and a CIA is available on "that ISO site". It's not its own thread, but a MEGA link is buried in a reply in one of the threads about the game.
UNFORTUNATELY the only thing left is UI + menus, since they're struggling to convert .xi stuff. Also good to note it was mentioned that the English audio files are lower quality than the Japanese 3DS ones. If you're willing to sacrifice UI + menus + better audio quality for what is otherwise a 100% full English translation, you can now go play the game a month early
