i accidentally deleted my cias so if i restore back up and redownload it will it still have my save data

Not really, digital games are stored on the SD card, along with the savedata, unless you used the backup save data feature the console has, or if you did a backup of your saves using a Save Manager like SDF or JKSM, you won't be able to recover your save files.
