Hacking Possible to (technically) use a phone as an HD Wii U Gamepad via controller emulation and streaming?

I know there's HDMI streamers, but as far as I'm aware (I've done lots of googling), there's nothing for streaming HDMI video to an android phone.

Think it would be possible to set up a way to stream the Wii U's HDMI-out to a 1080P Android phone and then use a phone controller attachment (like the Ipega controllers) to emulate the Wii U Pro controller?
