i clicked reset to default for the apn settings, so..
also i went to see if "activate this phone" would work, and it doesn't seem to exist in settings..
Never heard of "activate this phone" before... I have tried to reset APN settings before and 1/10 ROMs/Devices work. You best to manually insert all the details.

Backup Backup Backup... Always create a backup image of your stock ROM before flashing a new Custom ROM. Even if your Backup is horrendously broken, you can still extract Contacts, System Settings, and App Data. Also, clear cache and factory reset before flashing a new ROM.

no first try to enter you apn but change one setting to:
APN Type: *
as an asterisk
its a possibility that the APN won't save unless entered correctly.

Are you back stock flashed via Odin Buttbutt? If so...did you flash the correct stock firmware? If so...you shouldn't have to change any apn settings at all..They're already preset with the factory firmware.

I wasn't able to flash stock firmware, for some stupid reason.

i started downloading my firmware for my phone from a site with a bunch of them like an hour ago, and it says it still has 7 hours left. its the only site i could find with that exact firmware. Unless i'm just googling wrong.
