Twitch is planning to do a change to their prices. It is due to the fact that currently, the sub prices for a Tier 1 sub are $4.99 USD worldwide, which causes lower support for creators in areas like Latin/South America, where the number of people subbed to a streamer is 80% lower, compared to North America. In order to get the rates higher, they plan to do local pricing, which will be equivilant to "their local cost of living".

Twitch said:
There are two main reasons driving local price changes. First is that viewers have let us know they want to be able to support creators and help grow their favorite communities, no matter where they live. And second is that creators will benefit from the price reduction in the long-term as subscriptions become more affordable for viewers around the world.

For those in Mexico and Turkey, your prices have already changed. For those living in Asia, Europe, the Middle East, and Africa, your prices will change around Q3 2021 (July 1 to Sept. 30th).

I hope this doesn’t affect the payout for streamers. I do believe we get a fixed rate for our subs and I hope that doesn’t get lowered as a result. I am happy to see them doing this though, just don’t want it to cause unexpected problems.

When I was still Subscribing to Twitch Streamers, most of my favourites moved their Payment Platform to Patreon and even made all their Emotes free to any Viewer, on a Credit System based on the Time they spent watching.

As all of the Streamers I subscribed to were Stateside, during 2019 the argument was that Twitch was taking a little too much compared to Patreon. I believe this is the most likely cause of the Payment issue, not affordability.

If an Asian Viewer really cared about their Asian Streamer, especially in South East Asia, they can just as easily transfer that e-Money in local format, all of which don't require Credit Cards nor PayPal and some of which Twitch started using in 2019 to bridge the East-West Socio-Cultural divide.
