Am I allowed to ask/discuss sites that DO offer DS ROMS?

I.E. Could anyone recommend a free, reliable site with a good game database?

No one will tell you because it's against the rules. But you shouldn't do piracy, it's illegal and immoral. The developers who worked on these gems lose countless millions of dollars because of piracy(out of the millions they do make). If you do download ROMs you do not legally own, you are supporting a crime that will eventually ruin game developers and, ultimately, video games in general. Of course I'm only kidding and probably none of this is true. But finding a reliable site is extremely easy. Just go on Google and type something like "the paradise of emulation" or something like that.
