my tickets are grayed out. how to fix it? btw the panels are not showing up, only the first 7

Not sure, but I think that information isn't in the "meet.bin" file.
Are you using the latest update? I think it's greyed-out because you already unlocked all possible items you can purchase with the tickets, not sure though (As mine is also greyed when I used unlock all).
oh i unlocked all the outfits and speech bubbles now i know. And the panel still aint showing

Just turn on the spotpass updates and let it update by itself (Might take a while, not sure how to do this manually).
Doesn't matter, I guess. Just connect to a Wi-Fi and close the lid. The streetpass light will turn blue once it got a spotpass update.
N3DSLL, only tickets,hats,.... worked when i clicked on unlock all ...but my pieces still 0/15

Me neither. But there are people doing custom puzzle panels stuff. So it could perhaps be possible in some way!?

My state has put a heavy tax on vape juice, taxing any juice with nicotine by the weight/oz. So to get around the bs, my local vape store only sells 0 nicotine vape juices, then they also sell straight nicotine in tiny bottles, and you mix it yourself to your 0% juice, lol
