This has been a problem for a while now, but I figured I can ask about it in case someone figured it out. Whenever I switch to dev mode, it takes a long time. it takes 15 minutes sometimes. I have been hearing some people say that it only takes seconds or a minute max on their consoles. Does anyone know what could be the problem?

Have you tried clearing the system cache? Could also be that your system is having hard drive problems that could slow everything down

First you turn off your system.
Once the indicator lights on front of the Xbox and the power brick are off, unplug the power brick from the back of the console.
Then wait for 30 seconds.
After that, plug the power brick back in and turn on your system.

This should clear the cache.
