Sadly that is only in theory. There probably will never be a perfect emulator.In theory emulation is better than running natively as you can implement enhancements on top of perfect emulation. However that isn't true for a console like the 3DS that only just barely runs GBA emulators. Emulation is better than native when the hardware can run it, and there are worthwhile improvements. Dolphin is a good example of being better than console, with it's various 16:9 codes and framerate increasing and such, not to mention netplay.
