I'm sorry, May I ask you some basic questions?
I don't know how to use PuyoTools Master. so I can't extract script&data.afs files.

ZaMoNG, if you don't know how to build the program, you should look for PuyoTools somewhere else. You should be able to find the .exe for PuyoTools on the Internet. (I don't know if you need any specific build for this game but it shouldn't be that difficult to find the version you want.)

Use AFS Packer from Pacochan. It extract/pack AFS for sure. http://pacochan.tales-tra.com/programas/afs-packer/ Or use AE - http://wks.arai-kibou.ru/ae.php it extract AFS archives as well. Just all files in afs for this game have same name "re", so you seems would have to extract them one-by-one, and after use zip to unpack.

Hi sorry, I'm new. Just wondering if you're finished and if you are where I could download it. I've gotten a bit obsessed with Brothers Conflict so I'd very much appreciate it if you would let me know. Also does anyone know where I could read an English version of the manga?
The project is still pretty much on hold as far as I know, so the team never released a partial patch yet.
The tl is complete.Is what theyre site says they are apparently checking everything and are aiming for a summer release.

For Passion Pink that is, the only thing left to do is making the patch itself and I read that they're looking for programmers. I still don't know about Brilliant Blue, but I hear it's around 5 to 8 percent. I can't really say I'm very excited about this since I'm not a fan of otome and VN games on the PSP (I only play VN games on PC) so I'll most likely skip on this one, but I still wish good luck and more power to the team translating these games.
The Youtube video above was just a rough translation, so it might not be that useful.
Anyway, if all the Passion Pink scripts are done, at least 10-20% of the scripts are reused in Brilliant Blue, so they don't need to re-translate those scripts when they move on to Brilliant Blue.
Last time I checked, they already found programmers. (The side bar on their blog has never been updated for so long, so don't trust it. You'll probably have to dig through their blog's archives to check their progress.)

If this project dead, maybe I will take over this project after shining ark project done but with one condition. I need more translator because I can't work alone if the text almost half of novel book.......
