Here is a xml file that along with the official 3.18 psvita firmware PSP2UPdat.pup will allow you to update the psvita while completely offline. The xml file is for usa. All you have to do is replace "your username" in the three lines in the psp2-updatelist.xml file with your username. If you want to change the region all you have to do is change every instance of the letters "us" in the psp2-updatelist.xml. The files go in the default PSV Updates directory of qcma. If you have a non default PSV Updates directory all you have to do is change the directory in the three lines where normally you would only replace "your username". Wordpad worked fine in editing the psp2-updatelist.xml file. This file worked with windows 10. The latest official version of qcma 0.3.9 from github didn't work. The 0.3.12 version of qcma did work. Here is a link to the directory with the most recent versions.
