If it hasn't already been suggested, Quake 3 would be awesome. The PSP Port works near full speed on tiny custom maps (Around 250KB) but requires 64MB of ram to load so it's impossible to run via the VHBL...

Just so every one knows, allot of the hombrew made for the 3ds can be re-made to work for the psvita. I just thought I would say something about that.

I know it's a huge project to make this engine work on psvita but I'm still asking it here.

The only executable that is needed is SeriousSam.exe it will be the only application to convert. Btw for sound and gfx you will need to convert it.
The game's gfx is mainly OpenGL but it should have still d3d wrappers I guess.

Concerning Quake 3, I found some links for either an open source remake (https://github.com/ioquake/ioq3/) and the open source original version (https://github.com/id-Software/Quake-III-Arena)

Gonna install vita sdk soon so I can start working on something by myself too. It will be my first try on PSVita

EDIT : The link for quake 2 and quake 3 aren't right. You have put the Quake 3 link for Quake 2 and same for the other one.

Some sort of improved web browser with more html support, whatever it may be would be amazing (don't know of any specific ones for weaker devices)

Also improved media player with mkv and subtitle support, again don't enough to know what would be feasible, something like vlc maybe?

Is Brutal Doom even open source? If not, it ain't gonna happen.

Brutal Doom need https://zandronum.com/download or http://zdoom.org/Download or https://github.com/coelckers/gzdoom and ALL ARE OPEN SOURCES just port one of them to Vita with mod support and Brutal Doom comes free :-DDDDDDDDDDDDDDDD
